Media Release: Warren Shire Council Adopts Plans for the Future

Warren Shire Council has locked in its roadmap for the years ahead, formally adopting the 2025/2026 - 2028/2029 Delivery Program and 2025/2026 Operational Plan to guide investment in roads, services, facilities and community projects across the region.
The Delivery Program outlines Council’s direction over the next four years, aligned with the long-term vision of the Warren Shire Community Strategic Plan. The Operational Plan focuses on the first year of delivery, detailing specific actions, budgets and resources for 2025/2026.
The documents were finalised following a 28-day public exhibition period, where residents, local groups and community members were invited to provide feedback and share their views.
Mayor Greg Whiteley said the plans reflect the community’s feedback and the core values that define the region.
“From better roads and flood protection, to looking after our public spaces and supporting our towns, we’re making sure Council’s work meets the needs of the community,” Mayor Whiteley said.
Mayor Whiteley added community feedback played a vital role in finalising the plans.
“We’d like to thank everyone who took the time to have their say. That local insight helps make sure we’re not just planning from the office, we’re listening to our community, we’re learning and we’re taking action.”
Council’s General Manager, Gary Woodman, said the plans provide a solid framework for responsible decision-making and focused investment.
“This ensures we make smart choices and direct resources to where they’ll have the greatest impact,” Mr Woodman said.
“Our goal is to strengthen what works and keep moving forward steadily each year.”
2025/2026 Works Program and Project Highlights
Council is committing significant funds to improve local infrastructure and community facilities in 2025/2026. Key projects include:
- Warren Town Levee Rehabilitation Works — approximately $5.5 million (mostly carried over) to improve flood protection.
- Towards Zero Safer Roads Program — around $5.4 million for safety upgrades on Marthaguy Road and Carinda Road
- Flood restoration and road repairs — over $4.3 million to fix essential Shire and regional roads damaged by recent storms and floods.
- Rural and regional road maintenance and resealing — investments of over $1.9 million across bitumen resealing and gravel resheeting.
- Strategic planning and environmental management — including a $1.4 million Integrated Water Cycle Management Plan.
- Bushfire hazard reduction — $360,000 (subject to grant funding) to reduce fire risk across the Shire.
- Warren Airport improvements — fencing and facility upgrades with a combined budget of $189,000 (subject to grants).
- Sport and recreation upgrades — including gym equipment renewals at Warren Sporting & Cultural Complex ($7,500), irrigation improvements at Carter Oval ($90,000), and new shade structures at the Splash Park ($25,000).
These investments are funded through Council’s budget, grant programs and funds carried over from previous years to ensure continuity and timely delivery.
“Investing wisely in these projects means better roads, safer communities and stronger support for the things that make Warren Shire home,” said Mayor Whiteley.
