  • Draft Drone (Remotely Piloted Aircraft) Use Policy

    A copy of Council’s Draft Drone (Remotely Piloted Aircraft) Use Policy can be downloaded here.

    The Policy has been developed to ensure that the use of Remotely Piloted Aircraft (RPA) by all users on Council owned and managed land is managed within the guidelines of the Civil Aviation Safety Authority (CASA) and other legislation that protects the rights of the public.

    Council manages numerous public spaces within the Shire of Warren. It is important these areas are being used by the public in a responsible manner for the safety and enjoyment of all users to benefit from.

    To manage these spaces, Council needs to set guidance for their use in a fit for purpose manner and in some cases applying restrictions on what is and isn’t acceptable use of each facility.

    Over time user needs change and Council is required to ensure it is meeting user expectations in a safe and compliant manner.

    It is important that Council ensures firstly that drones under the management of Council are meeting all regulatory and best practice when operating drones and managing data collected when using drones. Secondly to ensure all privately operated drones are also compliant when operating on or near Council owned and managed land.

  • Draft Section 7.12 Contributions Plan

    Development contributions are contributions made by those undertaking development approved under the Environmental Planning and Assessment Act 1979. Section 7.12 of the Act provides Council the means to levy contributions towards the cost of public infrastructure facilities and services to meet the increased demand created by development.

    A Section 7.12 Contributions Policy Plan sets out the framework for the collection of an appropriate levy and further outlines how these collected funds may be used on infrastructure facilities and services (Works Schedule). 

    The purpose of a Contributions Plan is:

    • To authorise the Council to impose a condition on certain development consents and complying development certificates requiring the payment of a contribution pursuant to Section 7.12 of the Act;
    • To require a certifying authority (the Council or an accredited private certifier) to impose, as a condition of issuing a complying development certificate, a requirement that the applicant pay to Council a levy determined in accordance with this Plan;
    • To assist the Council to provide public facilities and amenities which are required to maintain and enhance amenity and service delivery within the area;
    • To state the purposes for which the levies are required, and
    • To provide for the governance of the contributions and their application in accordance with the Act and Regulations.
