AIRPORT OPERATIONS COMMITTEE MINUTES
Warren Shire Council has received the following information via the Airport Operations Committee Minutes (held Tuesday 9 February 2021):
ITEM 3.2 FUEL POD USAGE TO DATE
Approximately 3,000 litres of fuel has been sold to date from the Warren Aerodrome. Word is spreading about this resource among the aviation community, with plans for further advertising to occur.
Discussions also took place regarding a How to Use Guide to be available at the Fuel Pod, particularly for the Fuelcharge App for mobile phones.
ITEM 3.3 AIRPORT UPGRADE PROGRESS AND STATUS
Runway 03/ 21 has been the focus of works under the NSW Government’s Drought Critical Infrastructure Fund including reforming, resurfacing, realigning, and correction of drainage and rainwater runoff. All taxiways and aircraft aprons will also be repaired and resurfaced.
Demolition work will commence this month on the existing terminal building, with the steel frame for the new building arriving and in storage.
ITEM 3.4 MVAS – PURCHASE OF AIRPORT LAND, DA, SURVEY ETC. FOR EXISTING WASTE/ WASHDOWN WATER DAM.
Council has received a letter from the owner of Macquarie Valley Agricultural Services, (MVAS) seeking to purchase the land where the MVAS Waste/Washdown Water dam is located. MVAS will cover all costs including the survey, DA, subdivision, legal and purchase from council. Preliminary discussions indicate there is nothing preventing this subdivision and sale progressing, once all prerequisites are met.
TRAFFIC COMMITTEE MINUTES
Warren Shire Council has received the following information via the Traffic Committee Minutes (held Thursday 18 February 2021):
ITEM 4.1 SPEED ZONE CHANGES CARINDA ROAD
A submission is being made to Transport for NSW (TfNSW) requesting a new speed limit be established on Carinda Road (Regional Road No.333) approaching the Industrial Access Road Intersection.It is proposed this would comprise of the following:
00m to 500m – 60km per hour Sign
500m to 1000m – 60km Ahead Signage
Beyond 1000m 100km per hour
A number of double-sided reminder signs indicating current speeds will be established on Dubbo Street, between the Railway Parade and the Industrial Access Road Intersection.
ITEM 4.2 TRAFFIC FLOW CHANGES - INCLUDING ESTABLISHMENT OF A HEAVY VEHICLE BYPASS
The proposal to establish the Warren Heavy Vehicle Bypass, utilising the Industrial Access Road, will be advertised with the aim of seeking user and community comments.
In addition, Stafford Street between Dubbo Street and the north eastern side of Zora Street, will be signposted as not being available for usage by large vehicles (B-Doubles, B-Triples, Road Trains), due to the high parking demand associated with the Warren War Memorial Pool and the recently opened Splash Park, in this part of Stafford Street.
A proposal will be submitted to TfNSW to assist with the signpost changes that will be required when the Warren Heavy Vehicle Bypass is being implemented.
Council will consult with all local businesses in Stafford Street and Zora Street in relation to the changes for heavy vehicles to enter and exit Zora Street from the Oxley Highway.

ITEM 3 VARIATION TO CONTRACT FOR NEW SEWERAGE TREATMENT WORKS BACKGROUND
Warren Shire Council will be meeting with the contractor constructing the new Warren Sewerage Treatment Works, Gongues Construction Pty Ltd, to determine whether savings in the project could assist in covering the cost in removing 40,000 m3 of unsuitable material from the bases of the Oxidation and Evaporation ponds that are being constructed.
The unsuitable material needed to be removed to a solid base that would satisfy the design parameters of the ponds.

ITEM 3 SALE OF DWELLING AT 39 GARDEN AVENUE WARREN NSW 2824
Warren Shire Council will be listing the sale of the dwelling at 39 Garden Avenue Warren with all local Real Estate Agents. Council also granted authority to the Mayor and General Manager to negotiate with prospective purchasers for settlement of the sale.
This follows a resolution of council in April 2018 to sell 56 Garden Avenue Warren to fund the construction of two new dwellings on Lots 52 and 58 in Gunningba Estate, however after an inspection on the dwelling at 39 Garden Avenue, it is considered more practical to sell this dwelling instead, due to the level of maintenance and repairs required.

ITEM 1 TENDER – SUPPLY AND DELIVERY OF BITUMEN EMULSION
Downer EDI Works Pty Ltd has been awarded the contract as the Single Source supplier to Warren Shire Council for the Supply and Delivery of Bitumen Emulsion for the period 1 January 2021 to 31 December 2022.
A provision will be allowed for a 12-month extension to this contract, based on satisfactory supplier performance, which would take this contract through to 31 December 2023. This tender was conducted by Regional Procurement.
NOTICE OF MOTION
ITEM 1 MOBILE AND INTERNET COVERAGE IN NEVERTIRE
Warren Shire Council has endorsed a Notice of Motion from Councillor Pauline Serdity that council lobby the NSW and Federal Governments to include the Nevertire region in the “Black Spot” funding program as a top priority and as a matter of urgency, to increase the coverage area for mobiles and internet.
