Council Meeting Highlights - September 2025

Warren Shire’s Ordinary Council Meeting was held on Thursday 25th September 2025. Highlights from this meeting included:
COUNCIL CHRISTMAS CLOSURE DATES CONFIRMED
Council approved closure of Council facilities over the 2025/26 Christmas and New Year period. Most Council facilities, including the Council Office, Service NSW Agency, Warren Shire Library and Works Depot, will close from 5:00pm on Wednesday, 24th December 2025 and reopen at 8:30am on Monday, 5th January 2026.
WARREN TOWN LEVEE REHABILITATION PROGRESSES
Council noted progress on the $7.1 million Warren Town Levee Rehabilitation Project, supported by Federal, State and OLG Disaster Relief funding. Recent works include completion of rock armouring at sites near the Tennis Courts and Sporting Complex, with piling works scheduled to begin mid-September. Despite minor weather delays, most equipment has been delivered and the project remains on track to improve flood protection and community resilience.
NEW EV CHARGING STATIONS
Council noted that commissioning and safety works are nearing completion on three new 22kw EV charging stations, installed at the Windows on the Wetlands Centre, Dubbo Street (outside Council’s Administration Centre) and the Carter Oval Youth Sports Precinct. The stations will provide residents and visitors with greater access to sustainable travel options across the Shire.
ONGOING INFRASTRUCTURE & COMMUNITY WORKS
Council continues to progress key infrastructure initiatives, including procurement capability training, safety system improvements and asset management planning. These projects strengthen Council’s capacity to deliver long-term, sustainable infrastructure for the community.
DEVELOPMENT & PLANNING UPDATES
Council received and noted the works progress report for Health and Development Services, reinforcing a commitment to managed projects and programs across the Shire.
POLICY UPDATE: ASBESTOS POLICY ADOPTED
Council adopted the Asbestos Policy with minor amendments, ensuring updated guidance and safety measures are in place.
GOVERNANCE & RISK MANAGEMENT
Council received the minutes of the Audit, Risk and Improvement Committee meeting held on 2 September 2025. Key outcomes included confirmation of five internal audits for 2025/26, endorsement of the organisation’s major projects risk framework and a request for continued reporting on Work Health & Safety performance indicators.
The Committee also noted progress on Council’s Policy Review program and preparations for the upcoming independent external financial audit of Council’s financial statements.
REPORT OF DELEGATES RECEIVED AND CONSIDERED
Council received and considered minutes from recent delegate meetings including the General Meeting of the Country Mayors Association of New South Wales Inc. held on Friday, 8th August 2025 and Ordinary General Meeting of the Association of Mining & Energy Related Councils (NSW) Incorporated held on Thursday, 11th September 2025.
FINANCIAL TRANSPARENCY
Council received the August 2025 Reconciliation Certificate and the Statement of Rates and Annual Charges. These reports reflect Council’s ongoing commitment to transparency and sound financial management.
COUNCIL MEETING SCHEDULES CONFIRMED FOR 2026
Council adopted its 2026 meeting schedule, with Ordinary Meetings to continue monthly at 8:30am in Warren and Audit, Risk and Improvement Committee meetings scheduled quarterly.
The next Council Meeting will be held Thursday, 23rd October 2025 commencing at 8.30 am.
