Council Meeting Highlights - October 2025

Warren Shire’s Ordinary Council Meeting was held on Thursday 23rd October 2025. Highlights from this meeting included:
COMMUNITY CHRISTMAS CELEBRATIONS SUPPORTED
Council approved an allocation of $30,000 from working funds to support the Warren Shire Community Christmas Party 2025. The event aims to bring the community together to celebrate the festive season and will be held on Friday, 5th December 2025. Council also resolved that future Community Christmas Party events will proceed only if fully funded through grants, sponsorships, or in-kind support.
ROAD INFRASTRUCTURE INVESTMENT CONTINUES
Council adopted recommendations from the Roads Committee, approving a new round of local road re-sheeting works for 2025/2026 to improve safety and connectivity across the region:
- SR65 Old Warren Road – $137,437.50
- SR98 Colane Road – $101,797.50
- SR23 Gradgery Lane – $197,377.50
Additionally, Council will hold a further Roads Committee meeting on 5th November 2025 to allow interested landholders to provide input regarding water supply access and road gate conditions on Inglewood Road.
LOCAL ENVIRONMENTAL PLAN (LEP) REVIEW PROGRESSES
Council adopted post-consultation amendments to the Warren Local Environmental Plan 2012, following endorsement from the NSW Department of Planning, Housing and Infrastructure. The review includes housekeeping updates designed to align local planning controls with current land use and development objectives.
LIBRARY AND COMMUNITY SERVICES UPDATES
Council received and noted the Warren Librarian’s Operations Report and minutes from recent meetings of the North Western Library Co-operative and NSW PLA Central West Zone Library. These reports reflect ongoing collaboration and support for accessible learning, literacy and cultural programs across the region.
ONGOING WORKS AND INFRASTRUCTURE PROGRESS
Council acknowledged the steady advancement of capital works and maintenance programs across the Shire following progress reports from Infrastructure Projects, Town Services, Roads, Plant Operations and Health and Development Services. Current works include maintenance and upgrades to local roads, regional roads, improvements to plant operations with delivery of new plant items, ongoing planning and asset management activities.
POLICY UPDATE: CODE OF MEETING PRACTICE 2026
Council resolved to place the Warren Shire Council Code of Meeting Practice 2026 on public exhibition for a minimum of 28 days. Subject to no adverse submissions within 42 days, the Code will be adopted to take effect from 1st January 2026.
REPORT OF DELEGATES RECEIVED AND CONSIDERED
Council received and considered minutes from recent delegate meetings including the Castlereagh Macquarie County Council held on 25 August 2025 and Warren Interagency Support Services held on 13 October 2025.
FINANCIAL MANAGEMENT AND BUDGET REVIEW
Council received the September 2025 Reconciliation Certificate, Statement of Rates and Annual Charges, and approved amendments to the Quarterly Budget Review Statement. The revised list of Internally Restricted Funds as at 30th June 2025 was also adopted, reinforcing sound financial stewardship and transparent reporting practices.
NETWASTE TENDER FOR COLLECTION AND RECYCLING SCRAP METAL
Council resolved to endorse Access Recycling as the preferred supplier to undertake the regional Tender for ‘Collection and Recycling of Scrap Metal’ for participating NetWaste Councils.
The next Ordinary Meeting of Council will be held on Thursday, 4th December 2025 at 8.30am.
