REPORTS OF THE GENERAL MANAGER

Infrastructure Progress Updates – Item 3

 

  • Warren, Nevertire and Collie Village Enhancements 

Preparation for the $1.2M village enhancements for Warren, Nevertire and Collie is underway with reports submitted to the Town Improvement Committee in October to finalise the works program.

 

  • Carter Oval Youth Sports Precinct including Warren War Memorial Swimming Pool

Upgrade work continues at Carter Oval, with the development of the soccer fields and Cricket field progressing and due to be completed by the end of October. 

 

The public exhibition period for the Carter Oval Youth Sports Precinct including Warren War Memorial Swimming Pool Draft Masterplan has now closed.

 

  • Warren Showground/Racecourse Upgrade

The $841,500 of projects funded through the NSW Government’s Showground Stimulus Funding Program, Phase 2C are progressing with quotes obtained and works underway:

  • The majority of renovations to the Centre Arena amenities are now complete;
  • Work to renew all concrete and asphalt floors is in progress;
  • Work to replace amenities in the Cattleman’s and Horse Sports Camping Area commenced in October 2021;
  • Installation of a new septic tank for the Main Pavilion amenities commenced in October 2021;
  • Renovation to the men’s amenities in the Main Pavilion will commence in November 2021;
  • Installation of a new septic tank with a grease trap for the canteen waste in the Centre Arena is scheduled to be completed by the end of November 2021; and
  • Quotes from local suppliers and rural fencing contractors for refencing of the Showground perimeter are being arranged.

 

In addition, upgrades to the judging and camera towers are underway, with almost half the work complete. This project is funded through the Crown Reserves Improvement Fund Program and managed by the Warren Jockey Club. 

 

 

  • Warren Shire Mural Program 

Artist Bastian Allfrey from Paint the Town Murals is onsite to commence painting the artwork for the Stafford Street Water Reservoir mural. 

 

Community engagement is in progress for the Nevertire Water Reservoir mural and the Warren Public Art on Private Property murals, with Council inviting community and stakeholder design theme ideas until 4pm, Thursday 11 November 2021 by submitting feedback via:

  • Monkeygar Creek Macquarie Marshes Bird Viewing Platform and Parking Project

The $500,000 construction project to develop a bird viewing platform and improved parking to allow for buses and recreational vehicles, is designed to attract further tourism to the Shire.

 

Scoping for road and earthworks is underway and a concept design for the bird viewing platform has been submitted to the structural engineer in preparation for construction. The work is funded through the Australian Government’s Murray-Darling Basin Economic Development Program – Round 3.

 

  • Warren Sewerage Treatment Plant Upgrade 

Despite delays due to wet weather, over 88% of the $6.15M Warren Sewerage Treatment project is now complete. In October, commissioning of the Sewerage Treatment Plant and Inlet works commenced.

 

  • Grant Applications

Council submitted the following grant applications in October:

  • $990,000 to the NSW Government’s Greater Cities and Regional Sport Facility Fund 2021/22 Round 2 for upgrades to the amenities, kiosk, office and entry at the Warren War Memorial Swimming Pool.
  • $350,000 to the NSW Government’s Greater Cities and Regional Sport Facility Fund 2021/22 for the construction of the Swimming Clubhouse at the Warren War Memorial Swimming Pool.
  • $1,800,000 to the Australian Government’s Murray-Darling Healthy Rivers Program: Large Grants to upgrade the Bryan Egan Weir (Lower Warren Weir) to include the appropriate fish passage to be developed to ‘shovel ready’ status.
  • $504,000 to the Murray-Darling Healthy Rivers Program: Large Grants for work to be undertaken to ensure water supply to the Tiger Bay Wetlands. The project includes the installation of an Ultraviolet Disinfection System and pipeline for the New Sewerage Treatment Plant, and construction of a reed bed system at Tiger Bay Wetlands.
  • $1,720,000 to the Murray-Darling Healthy Rivers Program – Large Grants Program for a Stormwater Quality Improvement project which includes the installation of 25 Stormwater Quality Improvement Devices at stormwater locations across Warren that impact Macquarie River and Gunningbar Creek.

 

Completion of infrastructure projects – Warren Airport, Warren CBD Amenities Facility and Lions Park Amenities Facility – Item 5

 

Council resolved to allocate additional funding from the restricted funds for infrastructure improvement/replacement for the following priority projects:

  • Warren Airport Upgrade

Due to higher than expected quotations for the construction of the new terminal building, additional funding is required.

An additional $60,000 is allocated to complete the final work required, including construction and fit-out of the new terminal building and finalisation of drainage structures.

The Warren Airport Upgrade is funded through the NSW Government’s Drought Stimulus Package.  

 

  • Warren CBD Amenities Facility

An additional $140,000 is allocated for the construction of the Warren CBD Amenities Facility on the basis that the funds will be returned to restricted funds if Council is successful in receiving the NSW Responsible Gambling – Infrastructure Program Grant.

The project is funded through the Australian Government’s Drought Communities Extension Program Grant.

 

  • Lions Park Amenities Facility 

An additional $52,000 is for the Lions Park Amenities Facility Project on the basis that the funds will be returned to restricted funds if Council is successful in receiving the NSW Responsible Gambling – Infrastructure Program Grant. 

It is expected that further funds for this project will be available, which include: 

  • $52,230 from Aubrey Dinsdale’s bequeath to Council;
  • $24,500 from the Murray Darling Basin Economic Development – Improvement of Regional Structures Grant; and
  • A $16,000 contribution from the Warren Lions Club.

 

 

REPORT OF THE DIVISIONAL MANAGER FINANCE AND ADMINISTRATION 

Council’s audited financial statements for the year ending 30 June 2021 received an unqualified Audit Report from the NSW Auditor General on 7 October 2021.

REPORT OF THE DIVISIONAL MANAGER ENGINEERING SERVICES 

Works Progress Report: Roads 

 

Road works completed in October:

  • Flood damage to Carinda Road – shoulder grading
  • Flood damage to Gibson’s Way – shoulder grading
  • Flood damage to Gradery Lane – maintenance grading 

 

Road maintenance and construction schedule for November and December

Maintenance grade on the following roads in November:

  • Mannix Road
  • Catons Lane
  • Oakley Road
  • Pleasant View Lane
  • Yungundi Road

 

Maintenance grade on the following roads in December:

  • Booka Road
  • Billybingbone Road

 

Rehabilitation on Ellengerah Road throughout November and December.

Construction on Old Warren Road throughout November and December and on Collie-Trangie Road in December.

 

Grass cutting will take place on the following roads in November:

  • Collie-Trangie Road
  • Collie-Dubbo Road
  • Bourbah Road
  • Bundemar Road

 

Grass cutting will take place on the following roads in December:

  • Marthaguy Road
  • Bullagreen Road

 

 

Road maintenance works may be subject to change with any inclement weather.

 

Capital Works in Progress

  • The $1,719,813 construction for Ellengerah Road (Segments 22, 24 and 26) is underway. This work is funded with $698,771 from the Fixing Local Roads – Round 2, Council contribution of $174,693, $211,587 from Local Roads and Community Infrastructure Program Phase 2 and $634,762 from Fixing Local Roads Round 3. 
  • The $1,679,947 construction of Old Warren Road (Segments 26 and 28) is in progress. This work is funded with $1,259,960 from the Fixing Local Roads Program Round 3, $296,147 from the Local Roads and Community Infrastructure Program Phase 2 and $123,840 from the Local Roads and Community Infrastructure Program Phase 3.
  • Rehabilitation to the Collie-Trangie Road Regional Road No.347 (Segment 14) is currently on hold until the site conditions improve following wet weather, this is expected to recommence late-November 2021. This work is funded through unspent 2020/21 Transport for NSW’s REPAIR Grant.
  • Rehabilitation to the Collie-Trangie Road Regional Road No.347 (Segment 16) $800,000 in project funding is now available and work is programmed to commence in early 2022. The project is funded with $400,000 under Transport for NSW’s REPAIR Program and $400,000 under the 2021/2022 Regional Roads Block Grant.

 

Grant applications 

  • Council was successful in a $9,193 grant for the remarking of school zones under the Federal Road Safety (NSW) Program- School Zone Infrastructure Sub-Program Round 2.
  • Unfortunately, Council was unsuccessful on a number of grant applications submitted to the NSW Government’s Fixing Local Roads Program (FLRP).

 

 

All works listed are in addition to the regular maintenance, patching, edge repairs, slashing and mowing works carried out across all Council facilities.

Works Progress Report: Town Services – Item 2

 

  • Oxley Park River Water Pumping Station

Local business Ryan Manson Engineering is carrying out the fabrication and installation works and the new pumps have arrived. Due to the weather and river height, these works are now expected to be completed in late 2021.

 

  • Water Extraction Meter Compliance 

The installation of telemetry to all water extraction points meters have been completed to comply with Water NSW requirements.

 

  • Gunningbar Estate and Nevertire Sewerage Pumping Stations. 

Works to the Gunningbar Estate and Nevertire Sewerage Pumping Stations are in progress, with Xylem Water Technologies to upgrade the pumps, pipework, guide rails, electrical switchboards, pump controllers and the telemetry. Xylem Water Technologies will also complete minor electrical and telemetry works at Thornton Avenue, Wilson Street and Garden Avenue pumping stations. 

 

 

 

COMMITTEE REPORTS

 

ROADS COMMITTEE

 

Warren Street Road Improvements – Item 5.1

Council has endorsed the allocation of funds sourced from Council’s 2021/2022 Budget and from the allocated reserve for the construction of Tyrie Road to deliver works to sections of Wilson Street and a section of Thomas Sullivan Crescent.

 

Road Re-classification Report – Item 5.2

Council will resubmit the Roads Reclassification Application for the Inland Flatland Route and have all Regional Roads reclassified to State Ownership Status.

 

Urgent Kerb and Gutter Work – Item 5.5

Council is undertaking urgent kerb and gutter replacement works on the following priorities:

  • Priority one:
    1. Orchard Street, Warren 20.2 metres. 
  • Priority two:
    1. Readford and Zora Street, Warren 62.4 metres; 
    2. Readford and Chester Street, Warren 92.8 metres; and 
    3. Readford and Bundemar Street, Warren 73 metres. 

 

The $92,767 works are funded from the kerb and gutter replacement restricted funds.
 

Council has provided $31,616 from internally restricted reserves funds for Rural Road Bitumen Reseals in 2021/2022 and $876,160 has been allocated under the Australian Government’s Local Roads and Community Infrastructure Phase 3 funds to the Nevertire-Bogan Road Segments 04 and 06 Rehabilitation Project, with the works to be undertaken in late-2021/2022 and waiting for further grant programs in the near future.

 

 

PLANT COMMITTEE

 

Supply and Delivery of One Motor Grader Tender – Item 6.1

Council has accepted the tender from WesTrac Pty Ltd in Dubbo, for the supply and delivery of a Caterpillar 140 Motor Grader.

 

Comparison Plant Replacement for Council Gravel Haulage Fleet – Item 6.2

Council has provided funding to purchase one Bogie Drive Road Train Specification Prime Mover, a triaxle road train dolly and two heavy duty bisalloy triaxle side tipping trailers.

 

Finalisation of 2021/2022 Heavy Plant Replacement Program – Item 6.3

As part of the 2021/2022 Heavy Plant Replacement Program, Council will be acquiring a new front mounted mower, new smaller mowing deck and a new 22.5 tonne rubber-tyred roller.

 

 

ECONOMIC DEVELOPMENT COMMITTEE

 

The Business Development Facilitator provided Warren Shire Council with a first draft of the Economic Development Strategy and Economic Development Plan for Warren Shire.

 

 

TOWN IMPROVEMENT COMMITTEE

 

Council has finalised a works plan for the Collie, Nevertire and Warren village enhancements. These works are funded through the Murray-Darling Basin Economic Development – Improvement of Regional Structures Grant.

 

 

SPORTS COMMITTEE

 

Action Checklist – Item 4

Council endorsed the recommendation to allocate $40,000 from the restricted fund for infrastructure improvement/replacement for upgrades to the roof and guttering at the Warren Sporting and Cultural Centre to prevent ingress of water into the building.

 

Design, Supply, Installation and Commissioning of LED Sports Lights at Carter Oval – Item 7 

In line with the Carter Oval Youth Sports Precinct including Warren War Memorial Draft Masterplan, Council has accepted the tender from REES Electrical for the design, supply, installation and commissioning of the LED Sports Lights at Carter Oval that will provide professional cricket level lighting to 500 lux.

 

Council has also allocated $307,000 for sports lighting to the Carter Oval soccer fields in accordance with the Draft Masterplan and will be issuing a request for tender for this additional lighting in the near future.
