Council Meeting Highlights - July 2026

Warren Shire’s Ordinary Council Meeting was held on Thursday 23 July 2026 and live streamed on Council’s official YouTube channel. Highlights from this meeting included: 

KERBSIDE RECYCLING SERVICE MOVES CLOSER TO LAUNCH

Council noted continued progress towards the introduction of fortnightly kerbside recycling across Warren, Nevertire and Collie. The community education campaign is now underway, orders have been placed with JR Richards & Sons for new 240-litre yellow-lid recycling bins and bin delivery is expected in August/September ahead of the planned October 2026 service commencement. 

WARREN LEVEE REHABILITATION PROJECT REMAINS ON TRACK

Council noted an update on the $7.1 million Warren Town Levee Rehabilitation Project, which remains on track for completion in late August despite recent wet weather affecting construction. Piling works are now substantially complete, with all project reporting and funding acquittal scheduled for completion by the end of September 2026.

TWO DRAFT COUNCIL DOCUMENTS ON PUBLIC EXHIBITION 

Council endorsed the public exhibition of two draft Council documents that will help guide future development and the responsible use of Council-managed public spaces across the Shire.

• Draft Section 7.12 Contributions Plan – Outlines how developer contributions will help fund local infrastructure needed to support future growth and development across the Shire.
• Draft Drone (Remotely Piloted Aircraft) Policy – Establishes a framework for the safe and responsible use of drones on Council-managed land and facilities, helping protect public safety, privacy and Council assets.

Both documents will be on public exhibition for a minimum of 28 days, with written submissions invited until 4:00pm on Thursday, 27 August 2026. Community feedback will help inform Council's final consideration before the documents are adopted.

BUDGET UPDATED TO SUPPORT COMMUNITY, SPORT AND RESILIENCE PROJECTS  

Council approved budget variations to incorporate funding for a range of community, sporting and organisational initiatives into the 2026/2027 Budget, with the approved changes to be reflected in Council's September 2026 Quarterly Budget Review Statement. 

Funding includes:

• NSW Rugby World Cup Legacy Program Infrastructure Grant – A $15,000 Council contribution towards a $51,018 sporting infrastructure project, supported by funding from the Warren Rugby Club and the NSW Rugby World Cup Legacy Program.
• Heartline Reconnected – A $100,000 Future Drought Fund grant to deliver the Heartline Reconnected: Creating Pathways to Wellbeing, Connection and Lasting Resilience project.
• Procurement Fraud and Corruption Prevention Program – A $22,000 Local Government Professionals Capacity Grant to strengthen Council's governance and organisational capability through staff training.

ROADS PROGRAM CONTINUES ACROSS THE SHIRE

Council received an update on road maintenance, reconstruction, rehabilitation and flood recovery works across the Shire.

Recent works include:

• Maintenance grading completed on SR61 Elsinore Road.
• Shoulder grading completed on RR333 Carinda Road.
• Rehabilitation continuing on RR202 Marthaguy Road.
• Gravel resheeting underway on SR65 Old Warren Road and SR23 Gradgery Lane.
• Edge break, pothole and crack repairs completed across RR347 Collie–Trangie Road, RR202 Marthaguy Road and RR333 Carinda Road.

Council also noted upcoming works across SR98 Colane Road, SH11 Oxley Highway and additional rehabilitation works on RR202 Marthaguy Road.

DEVELOPMENT APPROVALS – JUNE 2026

Two Development Applications were approved during June 2026:

• Renovations and additions – 241 Udora Road, Warren (Lot 7 DP1745).
• Installation of a transportable dwelling – 2705 Buckiinguy Road (Lot 1 DP705931).

REPORT OF DELEGATES RECEIVED AND CONSIDERED

Council received and considered reports from recent delegate meetings, including the Castlereagh Macquarie County Council meeting held on 22nd June 2026 and the Country Mayors Association of NSW Roads, Transport and Disaster Recovery forum held in Ballina on the 1st – 2nd July 2026. 

JUNE FINANCIAL REPORTS RECEIVED

Council received the June 2026 Reconciliation Certificate together with the Statement of Rates and Annual Charges as at 30 June 2026, continuing Council's commitment to transparent financial reporting and sound financial management.
