Council Meeting Highlights - February 2026 - Post Image

Warren Shire’s Ordinary Council Meeting was held on Thursday 26 February 2026. The meeting was live streamed on Council’s official YouTube channel. Highlights from this meeting included: 

ROAD SAFETY FUNDING APPROVED FOR SR66 WAMBIANNA ROAD

Council considered the December 2025 Quarterly Budget Review and approved the inclusion of funding for the SR66 Wambianna Road Shoulder Widening project under the Australian Government Black Spot (AGBS) Program.

The project includes:

  • $100,000 in 2025/2026 for investigation and design works; and
  • $1,160,000 in 2026/2027 for construction.

CARTER OVAL AMENITIES BUILDING IMPROVEMENT FUNDING

Council approved the final contract payment of $42,000 for the Carter Oval Amenities Building, to be funded from Infrastructure Improvement/Replacement Reserves.

PUBLIC ARTS MASTER PLAN ADOPTED 

Council reviewed and adopted the Warren Shire Council Public Arts Master Plan with minor amendments. Future priorities discussed include shopfront murals, public art installations, town emblem concepts and cultural storytelling projects.

PROPOSED SALE OF COUNCIL LAND – WILSON STREET, WARREN

Council considered and accepted a proposal to sell approximately 800m2 of Council-owned land in Wilson Street to an adjoining resident. Authority was given to the Mayor and/or General Manager to sign all documents under Council’s seal in relation to the sale.

DRAFT COUNCILLORS EXPENSES AND FACILITIES POLICY ON PUBLIC EXHIBITION

Council reviewed the Draft Councillors Expenses and Facilities Policy with minor amendments and resolved to place it on public exhibition for a minimum of 28 days, closing at 4.00pm Thursday, 2nd April 2026.  Subject to no adverse submissions, the Policy will be adopted as amended and will commence from 1 July 2026.

DEVELOPMENT APPROVALS - JANUARY 2026 

Two Development Applications were approved during January 2026:

  • Erection of a new dwelling – 686 Wambianna Road, Warren
  • Erection of a new storage shed – 30 Arthur Butler Drive, Red Hill.

NEW BATTERY RECYCLING SERVICE 

Council approved the installation of a free battery recycling bin at the Warren Library to provide a safe and accessible disposal option for used household batteries.

AUDIT, RISK AND IMPROVEMENT COMMITTEE REPORT RECEIVED

Council received and adopted recommendations from the Audit, Risk and Improvement Committee meeting held on 3 February 2026, including consideration of the External Audit Management Letter and updates to Council’s Risk Management Framework.

LOCAL EMERGENCY MANAGEMENT COMMITTEE REPORT RECEIVED

Council received updates from the Warren Local Emergency Management Committee including reports from emergency service agencies regarding recent fire season activity.

REPORT OF DELEGATES RECEIVED AND CONSIDERED

Council received and considered minutes from recent delegate meetings including the Association of Mining & Energy  Related Councils (NSW) Incorporated held on 2 December 2025 and the Warren Interagency Support Services held on 16 February 2026.

FINANCIAL TRANSPARENCY

Council also received the January 2026 Reconciliation Certificate and the Statement of Rates and Annual Charges outlining the current status of collections. These reports reflect Council’s ongoing commitment to transparency and sound financial management.
