Council Meeting Highlights - December 2025

Warren Shire’s Ordinary Council Meeting was held on Thursday 4 December 2025. Highlights from this meeting included:
AUSTRALIA DAY 2026
Council received an update on preparations for the 2026 Australia Day celebrations, with progress on award nominations, ceremony planning and early arrangements for the Ambassador and community events.
COUNTRY HEARTLINE DROUGHT RESILIENCE PROJECT UPDATE
Council received an update on the Country Heartline drought resilience project, which launched on 20 November at Callubri Station with a new website, social media channels, 30,000 brochures, a regional handbook featuring 35 practical checklists and promotional YouTube videos showcasing local attractions including Willie Retreat, Burrima Boardwalk, Macquarie Valley Kayak Tours and The Red Rattler.
WARREN LOCAL EMERGENCY MANAGEMENT COMMITTEE REPORT
Council noted that the current Evacuation Centre remains suitable for community needs, with no requirement for a secondary centre at this time.
CARTER OVAL YOUTH SPORTS PRECINCT ALCOHOL PROHIBITED AREA UPDATE
Council approved a temporary relaxation of the Alcohol Prohibited Area at Carter Oval on 5 December 2025 (6–10 pm) for a licensed, cordoned event space at the Warren Shire Community Christmas Party. BYO alcohol remains prohibited across the remainder of the precinct.
2024/25 OPERATIONS REPORT REVIEW
Council noted strong financial positioning in the Review of the 2024/25 Operations Report, with $14.116 million in cash and cash equivalents held at 30 June 2025 to support future community projects and services.
2026/2027 OPERATIONAL PLAN TIMELINE ENDORSED
Council endorsed the timeline for developing the 2026/2027 Operational Plan and Estimates. Councillors will attend a workshop on 15 April 2026 to review the Draft Plan before it is presented for public exhibition at the April 2026 Council Meeting.
LOCAL GOVERNMENT REMUNERATION TRIBUNAL SUBMISSION ENDORSED
Council resolved to endorse its submission to the Local Government Remuneration Tribunal for the 2026 Annual Determination, seeking remuneration for rural-classified Mayors and Councillors that is aligned with, or not less than, remuneration levels at Central Darling Shire Council.
POLICY STATUS AND REVIEW UPDATE COMPLETE
Council received and noted the Policy Status and Review Update, confirming that required Policy reviews have been completed in accordance with the Local Government Act 1993.
REPORT OF DELEGATES RECEIVED AND CONSIDERED
Council received and considered minutes from recent delegate meetings including the Ordinary Meeting of the Castlereagh Macquarie County Council held on 27 October 2025 and Alliance of Western Councils held on 7 November 2025.
2025 LOCAL GOVERNMENT NSW ANNUAL CONFERENCE
Council noted attendance and participation in the 2025 Local Government NSW Annual Conference.
ANNUAL REPORT 2024/2025
Council noted the completion of the 2024/2025 Annual Report, which has been finalised, published on Council’s website and provided to the Minister for Local Government as required. The report outlines Council’s performance against key targets and statutory obligations under the Local Government Act 1993.
FINANCIAL TRANSPARENCY
Council received the October 2025 Reconciliation Certificate and the Statement of Rates and Annual Charges. These reports reflect Council’s ongoing commitment to transparency and sound financial management.
The next Ordinary Meeting of Council will be held on Thursday, 22 January 2026 at 8.30am.
