Council Meeting Highlights - August 2025 - Post Image

Warren Shire’s Ordinary Council Meeting was held on Thursday 28th August 2025. Highlights from this meeting included: 

TIGER BAY SEWER TREATMENT PLANT – INLET REPAIRS

Council has approved $63,500 in surplus funds from the construction of the evaporation lagoon project to repair structural damage to the Tiger Bay Sewer Treatment Plant Inlet Channel. Any unused funds will be returned to the sewer fund once the works are complete.

NEW EQUIPMENT FOR BETTER ROADS 

Council has approved the purchase of two new pieces of plant equipment to support local infrastructure works: a 2025 Caterpillar 140 Motor Grader ($539,301.82 incl. GST) from WesTrac Pty Ltd, Dubbo and a 2025 Bomag BW219D5 Smooth Drum Roller ($256,300.00 incl. GST) from BT Equipment Pty Ltd, South Granville.

WARREN DISABILITY ACTION PLAN 

Council has adopted the Warren Shire Council Disability Inclusion Action Plan 2025/2026 to 2030/2031, reinforcing its commitment to improving accessibility and inclusion for all members of the community. The plan outlines strategies to remove barriers and ensure equal participation for people with disabilities across the Shire. 

POLICY REVIEW PLAN PROGRESS: TEN POLICIES REVIEWED, FIVE TO BE EXHIBITED

Council considered 10 policies as part of its comprehensive Policy Review Plan, with the majority adopted following only minor amendments.

Two policies will be placed on public exhibition for a minimum of 28 days before being formally adopted, subject to no adverse submissions during that time. These include:

  • Employee Leave Policy and Procedure

  • Recruitment and Selection Policy

An additional three policies will be placed on public exhibition for a minimum of 28 days before being formally adopted, subject to no adverse submissions being received within a period of at least 42 days. These include:

  • Warren Shire Council Code of Conduct

  • Procedures for the Administration of the Warren Shire Council Code of Conduct

  • Code of Meeting Practice

REPORT OF DELEGATES RECEIVED AND CONSIDERED
Council received and considered minutes from recent delegate meetings including the Alliance Western Councils Board meeting held on Friday, 25th July 2025 and Warren Interagency Support Services meeting held on Monday, 11th August 2025.

BUILDING RESILIENCE THROUGH KEY INFRASTRUCTURE WORKS
Council noted progress on a range of essential works across the Shire, including road improvements, levee bank repairs and upgrades to town services such as irrigation and telemetry systems. These projects, alongside the development of a new dog pound and the installation of EV charging stations, are designed to strengthen resilience and support future growth.

INVESTING IN SAFER AND STRONGER ROADS
Council noted the ongoing delivery of significant road works across the Shire, with upgrades progressing on RR333 Carinda Road, RR202 Marthaguy Road and other key routes. Recent works have included grading, flood recovery repairs and resealing projects to improve safety and connectivity. Major bridge renewals are also nearing completion, further strengthening critical transport links for the community.

INVESTMENT IN LOCAL FACILITIES AND ESSENTIAL SERVICES
Council noted numerous upgrades underway across parks, sporting fields and utilities. Recent works include new irrigation and fencing at the Warren Showground, shade structures at the Splash Park and Carter Oval and repairs to storm-damaged facilities at Nevertire. Water and sewer upgrades are also progressing, including main renewals, pump station refurbishments and repairs to the Tiger Bay Sewer Treatment Plant inlet channel.

YEAR-END FINANCIAL REPORTS RECEIVED
Council has received and noted the year-end financial reports, ensuring transparency and accountability in financial management. The review also included an assessment of rates and annual charges, reinforcing Council’s commitment to responsible stewardship of community resources.

2025/26 FINANCIAL ASSISTANCE GRANT
Council received and noted the summary of the 2025/26 Financial Assistance Grant, detailing the allocation and usage of funds under the Local Government (Financial Assistance) Act 1995. 

SAVING THE AUSTRALIAN HEARTLAND WITH BERNARD SALT AM
Council welcomed a presentation from demographer Mr Bernard Salt AM on strategies to preserve and strengthen Australia’s rural heartland. The insightful discussion highlighted opportunities for economic growth, population retention and regional development.

The next Council Meeting will be held Thursday 25th September 2025.
