Council Meeting Highlights - April 2026

Warren Shire’s Ordinary Council Meeting was held on Thursday 23 April 2026. The meeting was live streamed on Council’s official YouTube channel. Highlights from this meeting included:
KERBSIDE RECYCLING PROGRAM APPROVED
Council received and noted the Minutes of the Ewenmar Waste Depot Committee Meeting and accepted a key recommendation to progress kerbside recycling across the Shire. The program is proposed to commence from 1 October 2026, with a $150 annual charge per occupied property in the Warren, Nevertire and Collie garbage collection areas which will include the provision of a 240L recycling bin for each service.
DRAFT 2026/2027 OPERATIONAL PLAN AND ESTIMATES ON PUBLIC EXHIBITION
Council endorsed the public exhibition of the Draft 2026/2027 Operational Plan and Estimates. The Draft Operational Plan and Estimates outlines key projects, services and spending priorities across the Shire, including major road upgrades, a new kerbside recycling program and ongoing infrastructure works.
Both documents will be on exhibition for public comment from Thursday 30 April 2026 for a minimum of 28 days, with written submissions accepted until 4:00pm on Monday 1 June 2026.
LIBRARY SERVICES CONTINUE TO DELIVER FOR COMMUNITY
Council received a positive report on library operations, highlighting a strong program of school holiday activities and reading initiatives. Ongoing outreach programs, early childhood sessions and senior activities continue to provide valuable opportunities for community connection, alongside regular visits from Service NSW and Revenue NSW. Council also noted the introduction of a new battery recycling service at the library.
ROADS PROGRAM PROGRESSING ACROSS THE SHIRE
Council received and noted the Roads Maintenance and Repair and Works Report, outlining completed works and upcoming activities across the Shire. Road crews will continue grading, heavy patching, safety and flood recovery works across key local and regional roads, with several capital works projects progressing or in planning.
SOLAR FARM AND BATTERY STORAGE DEVELOPMENT APPROVED
Council through the Regional Planning Panel approved a Development Application for the construction of an Electrical Generating Facility, including a Battery Energy Storage System (BESS), at 9438 Mitchell Highway, Cathundral. The project represents a significant investment in renewable energy infrastructure within the Shire.
REPORT OF DELEGATES RECEIVED AND CONSIDERED
Council received and considered minutes from the recent delegate meetings including the Annual General Meeting of the Outback Arts Incorporated held on Monday 30 March 2026.
FINANCIAL TRANSPARENCY
Council also received the March 2026 Reconciliation Certificate and the Statement of Rates and Annual Charges outlining the current status of collections. These reports reflect Council’s ongoing commitment to transparency and sound financial management.
CONFIDENTIAL MATTERS CONSIDERED
Council considered a number of confidential reports from the Divisional Manager Engineering Services relating to operational and infrastructure matters, including tenders for plant hire, consultancy services and safety infrastructure.
